H.M. Nimal Padmasiri is the pioneer in establishing IRSD and presently serves as the club member Chairman / Executive Director of the organization. Being a social worker since his teen age, Nimal joined the Youth Club program of National Youth Services Council of Sri Lanka.

Beginning as a club member Nimal was raised to the positions in divisional, district and national level Representative’s Committees. He acquired a vast experience in social service through NYSC work

When the group of youths established the IRSD he was appointed as the founder Chairman and holds the position to date. He has followed numerous training programs on social work.

He presently represents the following institutions bearing various positions;

* Member – Prisoners’ Welfare Committee – Anuradhapura
* Member – Pubic Amenities Committee – Urban Council – Anuradhapura
* Member – Psychosocial Forum – Anuradhapura District
* Counselor – Sarana & Avanthi Devi Children’s Homes – Anuradhapura
* Director – Provincial Tourist Ministry – North Central Province
